Is it reasonable to hang the fish into the wind-bell?
Why is the fish hung down to the wind-bell?

Firstly look up to the fish at the end of the wind-bell and then draw your picture spreading out with blue sky from the back of the fish.
The blue sky means the blue ocean. A fish is playing in the vast ocean.
By hanging the fish in with the blue sky as its scene, there has become an ocean with abundant water. The flourishing water can be talented capably to burn off any huge fire. That has been symbolized to protect the wooden temple from a fire.
